Putting both should actually be AND but :

• when focusing the tool, the tab is displayed whatever the selection
• the selection something in it, the tab remains selected
• unselecting it => hide the tab while the tool is still focused

All current usage would like to be OR.
But since neither AND and OR were working, all current usage should only keep the tool config

So this ticket is for having now a OR that works + removing all bad confs
