The workflow condition org.ametys.plugins.contentio.synchronize.workflow.ValidationStepCondition is not specific to CONTENT-IO and is not dependant of WEB, so it should be moved to CMS.

Note: Currently, workflows in ODF without synchronization can have conflicts because of this condition.
